
The National Corps calls on the Security Service of Ukraine to open criminal proceedings and take measures to detain the head of the so-called “DNR mission in the Joint Control and Coordination Center”, “Major General” Ruslan Yakubov, who from the so-called militants. The DNR will take part in inspecting Ukrainian positions near the village of Shumy near Horlivka.
“From media reports it became known that from the so-called “DNR” in the inspection of Ukrainian positions near the village of Shumy near Horlivka, Donetsk region, will be attended by the head of the so-called “DNR office in the Joint Center for Control and Coordination” Major General Ruslan Yakubov,” the statement says.

According to the media, Yakubov, nicknamed “Yakub”, is a Russian citizen Ruslan Vakhitov, a graduate of the Chelyabinsk Higher Tank School, the General Military Academy of the Russian Armed Forces, a serviceman of the Russian Armed Forces. In 2008 he retired from the army, lived for some time in Voronezh, engaged in business in the company “Amulet”. It is also known that after the beginning of the Russian armed aggression against Ukraine he returned to service in GRU, arrived to Donbas, took a surname Yakubov. It is reported that his main mission was to develop contacts with OSCE representatives. Ruslan Yakubov was the chief of staff of the 1st Army Corps of the Russian Armed Forces in ORDO.
In addition, in a video released on February 16, 2016, of the then meeting of the then Deputy Head of the OSCE Special Monitoring Mission in Ukraine Olexander Hug with Ruslan Yakubov near Zaitsev, posted on the DNR Ministry of Information, the latter stated: “We will not allow [Ukrainians] we will not give the land. All this is our land, so we are not going to leave it.”
“The above indicates that the actions of Ruslan Yakubov show signs of a crime, the responsibility for which is provided by Art. 110 of the Criminal Code of Ukraine “Encroachment on the territorial integrity and inviolability of Ukraine.” Given the above, we demand to initiate criminal proceedings on the above facts and detain Ruslan Yakubov, who will take part in the inspection of Ukrainian positions near the village of Shumy near Horlivka, Donetsk region to further prosecute him in accordance with current legislation of Ukraine,” the National Corps said.
It will be recalled that on September 9, at a regular meeting of the Tripartite Contact Group for the settlement of the situation in Donbas, they agreed on a joint inspection in the area of Shumy with the participation of an OSCE representative.
